Job Description

We are seeking a PFM & System Trainer for a 2-year project in Oman to lead capacity-building and financial reform initiatives.

Candidate Requirements:

  • Bachelor’s degree in Finance, Accounting, Economics, or PFM (Master’s preferred).
  • 8 to 10 years of professional experience in Public Financial Management.
  • Proven experience in designing and delivering training for government or public-sector entities.
  • Strong knowledge of budget formulation, commitment control, and financial reporting.
  • Experience in change management (CM) and user readiness during system transformations.
  • Familiarity with Oracle EBS, Oracle Hyperi, or similar enterprise financial systems.
  • Excellent facilitation skills to explain complex financial concepts clearly.

Responsibilities Duties:

  • ​​​​​​You will design and deliver structured Public Financial Management (PFM) training programs covering budget preparation, execution, and fiscal oversight for government officials.
  • The role involves supporting change management by preparing users for new financial systems (such as Oracle E ensuring smooth adoption of reformed processes.
  • You will develop training manuals, conduct hands-on system clinics, and mentor local super-users to ensure long-term sustainability.
  • This role acts as a bridge between complex financial policies and practical system usage, driving operational efficiency across large public-sector organizations.
